Is Your Materials Handling Equipment LOLER Compliant?
In any industry or business, compliance is a term that can never be taken seriously enough. Although an umbrella term applying to everything from internet security systems to data protection, compliance in workplaces that use materials handling equipment such as aerial work platforms will almost certainly contain a reference to LOLER.
LOLER stands for Lifting Operations and Lifting Equipment regulations, which were introduced in 1998 to govern the safe use and maintenance of lifting equipment such as forklift trucks, cherry pickers and other equipment that allows workers to work at height. For any warehouse boss, storeroom foreman or other person in a position of responsibility in a place using lifting equipment, being familiar and compliant with LOLER regulations is both a matter of health and safety and a legal obligation.
The legislation states that lifting equipment must be strong and stable, and clearly marked with safe working load information. Many premises using lifting equipment will also use other pieces that don’t require LOLER certification such as a pallet truck or static electric lift table, making for a number of pieces of equipment capable of handling different loads and weights with different legislative and health and safety requirements. This makes it essential that all equipment is clearly marked with its own particular safe operating limit and checked for compliance by experienced personnel. Not only does this ensure that the tool will continue to operate at its optimum levels, it also safeguards the employee operating the equipment.
LOLER legislation also requires that equipment subject to its guidelines be “positioned and installed to minimise any risks”. This may mean a full analysis of the factory floor is required to determine safe and suitable positions for each piece of equipment. While some material handling equipment may be mobile, others will be fixed and this flexibility will need to be taken into account when positioning other items on the factory floor.
The third requirement of the Lifting Operations and Lifting Equipment Regulations is that items are used safely, that work be planned as needed, organized and performed by competent persons. Although some types of materials handling equipments such as forklifts require certain exams to be passed, others do not. Despite this, proper care should be taken to ensure that workers charged with using the equipment are familiar with it and that employees new to the role are supervised until adequate experience has been built, after a period of in-house training has been provided.
Finally, LOLER states that equipment is subjected to regular examinations and maintenance. Manufacturers will usually provide guidelines as to how many operating hours or with what frequency a piece of equipment can be used before a service check be performed.
