Armeria maritima
Their bright colors in the spring as well as the ease of cultivation make Thrifts popular plants for the rock garden. Natives of south-western Europe, they found their way into gardens in about 1886. The plants generally form close-set cushions with even, spreading growth, making them a good substitute for turf. However, they can also be planted in borders, at the base of the rockery and as edgings for paths. In the wild, both on the seacoast and in the mountains, they grow in loose, sandy soil or fine screes in deep humus rich soil. They require a dry, sunny position. -
The forms may be high or low and besides the main flowering period in spring, some bloom several times more up until autumn.
A. maritima the species most commonly found in cultivation, makes firm cushions up to 4 inches (10 cm.) high and bears pink-red flowers in May and June. This species has given rise to several pretty garden varieties, e.g. A. maritima 'Alba' with pure white flowers on stems 6 inches (15 cm.) long, A. maritima `Laucheana Splendens' with longer stems and bright pink flowers, 'Crimson Gem' — dark red with thick foliage, `Itosea Compacta' carmine-pink, `Solendens Perfecta' — bright red, with only 4 to 5 inch (10 to 12 cm.) long stems.
Taller Thrifts are propagated by seed or more commonly by division in spring or after flowering; seedlings, however, do not breed true.
Pinks (Dianthus caesius, Dianthus deltoides), Arabis, Aubrieta, Campanula, Draba dedeana and similar plants are suitable companions.

The plants of this genus have a widespread natural distribution in Europe, Asia and North America. They are to be found in the plains as well as high in the mountains on steep, inaccessible rocks in the sun. They have delicate, aromatic leaves, the mountain species tend to hug the ground, and all bear insignificant flowers.
Of the low-growing species, one of the most popular is A. lanata (syn. A.
pedemontana) with silver-grey, pubescent leaves, attaining a height of no more than 1 to 2 inches (2 to 5 cm.).. A native of the southern Alps, it grows on limestone in a truly harsh environment of sun and drought. Therefore it is a xerophilous plant and watering is not recommended when growing in a rock garden, for then it generally dies. It should be planted in the rockery or a dry wall in the sun, where growth is rapid and thick cushions are soon formed. The yellow-white flowers are very small and it is best to cut them off. In the rock garden this species is grown only in dry situations, mainly for its lovely, silvery foliage.
Wormwoods are effective in rock gardens in rock fissures, on overhangs, walls and as a cover for the ground.
Their advantage lies in that they always remain fresh and attractive even in periods of drought.
The genus comprises about 200 species spread throughout most of the Northern Hemisphere. Some are ornamental, others are known for their medicinal properties or are used to flavour dessert wines and liqueurs.

What are the procedures for turning a rock garden several feet deep of stones without soil into a flower bed?

I don't need to be cute, but I've seen nice gardens where the rocks aren't hidden, but rather uncovered to become an integral part of the garden. This means changing the design so the plants can go in where there is actually soil or the rocks are deep enough to have at least 12 inches of soil over the top. Sorry, but unless you live where there is plenty of precipitation, you'll need that much to carry over perennial flowers.
Don't think traditional looking yard, be creative. Nature has given you these rocks, use them.
Still, if that's not possible, can you put a simple retention around the rocks and then bring in plenty of soil and compost to make mounds over the rocks. Another yard I know did that creating a series of 36 inch or higher mounds......base about 12 feet from front to back......and planted the mounds in a series of shrubs, roses, perennial flowers. Looked GREAT! Plus having the beds raised, it was easier to tend. What lawn remained was little more than pathways among the mounds/berms.
